Default Could not establish connection to Steam servers

I'm getting this error when i try to run SF in a windows dedicated server.
I have tried running a listen server (not a good idea) and it does not show up in the public internet server list.
I try running in dedicated server and it still wont show up in the list.

i suspect it is having trouble connecting to the master server, right after it adds the master server i get the error ...
"Could not establish connection to Steam servers"

i have browsed around this forum as well as steam forums and am wondering if anyone here has any suggestions.

i have been running linux hlds since 96, this is my first attempt at windows DS (since there isnt linux build for this kick ass game yet)

i am running on a comcast cable modem, ports 2000-3000 and 27000-28000 are all forwarded to my machine.

i have verified the CVARS "sv_region", "sv_lan" , "ip"
have tried several diferent ports.

i have tried connecting to the server from the internet and that works fine, it just doesnt show up in the internet list for anyone, and i get no pubers.

there are plenty of servers out there hitting the master list, anyone have any suggestions for me, or at least tell me how you are getting it to work.

If you have all those ports open, I'm really not sure what could be going wrong. When you said you 'verified' IP, what did you verify that it was?

I verified it was set to my public IP and not defaulting to my internal LAN IP, set up port forwarding on my Linksys, ext.. ext..

Im trieng to run a server from work just to see whats differant, i know for certain that my machine here in INACCESSABLE from the internet, but running it here it said it connected to steam network ok, but it still doesnt show on the list.

I will be opening the half life ports to my workstation here tonite to see if i can get the thing on the list.

If i do I will have a nights and weekends (closed 6am-6pm weekdays) Dedicated server running for yall.
Dual P4 3 Ghz, 2 GB ram, 2 T1's

if you get me a linux build i would be happy to run a 24-7 dedicated on a Gigabit Ethernet connection, pings <50ms coast to coast.
(not nagging, know your busy, but just wanted to offer a server)

I'll post back later with how this windows server works tonite, I'm still waiting for Steam to activate my account there to ask around about this. seems like a lot of other people are having similar issues and no one has anything good to say other than "wait for valve to fix it"
