Default help, tickrate problems

I am doing this on a ded with mani. Mani has a feature where it tells you what the tickrate is set for. I have tried to turn it up and down but I can't. Here are 2 screen shots of what I have tried. I have also tried doing it entirely in command prompt but that also did not work.

Am I doing it wrong or can mani not tell me what it is in sf. Mani says it is at 66 even if I have it like this.

seems like a sf problem. i put mani on for dm and tried it and it works but it does not with sf. only question now is if the tickrate changes but mani cant read what it is from the memory, or does it not change at all. i hope it changes but mani just cant see what it is.

I've heard that other people have had trouble changing the tickrate in SF.
