Use an ambient_generic point based entity. Make sure you set the max audible distance, so you can hear it. As for controling it, just use i/o in conjunction with triggers/logic_gametimer/buttons/whatever. I have never actually done this, and I presume you put the sound in a folder e.g. sourceforts/sounds/sf_mymap/. It will need to be a wav file as well.
